Outlook 2003 does not shutdown completely when closed

winXP/ Office 2003

If I close outlook by either the the close icon in the upper right corner or by file>close the program dissappears from my desktop but leaves a icon in the system tray. also it still remain as an active processes in my task manager( along with winword.exe). If I close end these services via the task manager everything works fine and outlook will reopen. otherwise I am stuck like chuck and outlook will not reopen.

Do you have a PDA? If so, undock your PDA before shutting down. If not, do
you have any add-ins running?

No Pda, I checked to see if any add ins were installed as you said, the add-In Manager has DCCEtensions and Exchange Extensions pages checked. I tried unchecking but that had no effect on the issue
