Outlook 2003 does not close completely

When I close Outlook 2003, the icon stays in the system
tray, but when clicked on it states: "Outlook is not
responding. If you are connected to an Exchange
server . . ."
I am not connected to an Exchange server (I'm a home
Roadrunner user) and the task manager shows that
OUTLOOK.EXE is running as a service using about 24 MEG of
RAM. The only way to open Outlook again is to terminate
OUTLOOK.EXE with task manager (this gets the system icon
to close as well) and then reopen.
The same thing happens even when Outlook is opened in
safe mode.
Previous installation of Outlook XP worked with no
problems.

Any help would be greatly appreciated.

I have both Winfax 10 and Pocket Mirror Pro 3.1.5.6
installed. I'll try unistalling each. But I thought safe
mode would not load these plugins.
