Outlook 2003 Did Not Exit Completely

Hello,

We are experiencing problem with Outlook 2003 when user
closed Outlook, the application does closed from the
desktop. However, user cannot launch Outlook again right
after that.

I have found that eventhough Outlook application closed,
the OUTLOOK.EXE is still running in the Processes section
within Task Manager. Now if you click on OUTLOOK.EXE and
then click on terminate processes. You can launch Outlook
again with out any problem.

Notes: If you do not terminate Outlook.exe in the
processes tab, everytime you tried to launch Outlook,
another OUTLOOK.EXE will shows in the Processes tab...etc.

Does anyone know what is causing this problem and how can
I resolve the issue?
