Outlook 2003 Custom Forms Don't Open in Design View

In Outlook 2003, I want to create a custom form based on an appointment or
meeting request form. For the first time I explored the TOOLS/FORMS/DESIGN A
FORM command and selected 'Meeting Request<hidden>. That form opened in
design view and I played with it for a while. I don't remember everything I
tested out, but after closing everything up, I now find that any form I try
to open in design view brings up the form with all the additional tabs, but
the form itself is not editable, it's just a reiteration of the form itself.

Any idea how I can reverse/correct this?

On most forms, some of the pages are not editable. In fact, any page with a date/time picker will not be editable.
