Outlook 2003 Clipboard Problem

All my Outlook 2003 machines recently that has come up with a strange problem
which I am not able to solve.

The clicking of a New message within outlook, clears the clipboard and
replaces it with a disk icon.

So people can not copy and paste say text information from notepad without
first clicking new message.

If Outlook new message is already open you can then copy and paste not
issue, I worked it out as the New Message button as I opened clipboard up and
tried various different data in it and each time the New Message button was
clicked it wiped the data and replaced with a disk icon.

Any solution would be appreciated.
