Outlook 2003 keeps changing my incoming email account setting to "localhost"
and tacking the mail.comcast.net onto the end of the my user name. The result
is that I can't receive incoming mail and an error message pops up asking me
to check the settings that Outlook has changed. When I change the settings
back, I can get mail, until Outlook changes them again. Help!

Outlook isn't doing this. Your anti-virus or anti-spam program is doing it,
in order to make Outlook point to a local POP3 server that the anti-virus or
anti-spam tool installs on your machine.

The same problem as Lawhog, But did turn off real time pop3 mail scan in my
antiviruscanner from "Trend Micro office scan". and got rid of this problem.
