outlook 2003-can't send mail

Outlook2003-- I'v been having problems send mail with my new provider. I
have 2 different accounts one with the new provider one without. I used to
be able to send with old account. It now tries to use the new one even if I
specify to use the old one. I've trippled checked my ISP info. All
is correct. Tried with/without firewall nothing seems to work. I
don't get any errors, it just sits there.

Any suggestions would be great

That is EXACTLY what mine does. I can't figure it out.
