Outlook 2003 - can't create an http email account

I have a fresh installation of Outlook 2003. I want to check Hotmail, which I
used to do on a previous installation, but when I go the Add New Email
Account, the http box is grayed out.

Open the registry editor (regedit.exe) and see if the following value
exists:

Value name: DisableHTTP
0 or missing = create HTTP accounts
1 = options is disabled in the UI

HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\11.0\Outlook\Options

or

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Options
