OUTLOOK 2003 cannot empty "Deleted Items"

There is a discarde folder in my "Deleted Items" folder.
This folder cannot be permanently deleted. The only way I
can empty the "deleted items" folder is with one of the
following workarounds: move the folder to another
location first, or highlight the messages in the
main "deleted items" folder and press shift+delete.

However, the basic problem remains of being unable to
delete the items in this discarded folder, or the folder
itself.

I have run scanpst.ext and repaired the outlook .pst file
to see if that would help. It did not. The exact message,
when I try to to "emty 'Deleted Items' folder" is:
"The messaging interface has returned an unknown error.
If the problem persists, restart Outlook."

Any suggestions??

Is this Deleted Items folder on an Exchange server or in a PST? If the
latter, create a new PST, make it your default delivery location, and move
everything from your old PST (except the Deleted Items folder) to it. Close
and delete the old PST.
