Outlook 2003 blocking images in email

All of a sudden, my Outlook 2003 SP3 has started blocking embedded pictures,
such as screen shots from my users. All I get is a red X. The info bar
doesn't give me the option to download the picture, and it doesn't say that
it blocked it.

One user sent me an email using rich-text, with a picture, and I got it. If
I send a message to myself, in rich-text, I get the pic. If I send in html
format, I get the red X, both in my Sent items and in the email I receive.

I've checked the standard tools>options>security>download pictures settings,
and everything looks fine.

You might try to fix this with regedit. I have seen this issue before,

try this:

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Security. It contains a key called "OutlookSecureTempFolder" is to be deleted.

I don't think that will solve the problem.
