Outlook 2003 Attachments

I have been sending JPG attachments to several people,
some of which respond by saying they did not receive the
pictures. These pictures are small (60kb) so their ISP
should not be stripping them.

Is there anything I could be doing wrong?

Could be that the receivers security settings do not allow attachments.
