outlook 2003 and norton

does anyone get the following message.....VERY OFTEN


'Task 'Meglmt RR - Receiving' reported error (0x80042108) : 'Outlook is
unable to connect to your incoming (POP3) e-mail server. If you continue to
receive this message, contact your server administrator or Internet service
provider (ISP).'

It seems as if i open outlook to soon after i boot up, i get this message
and have to reboot and wait and wait and wait...

does anyone know about any solutions to this?
