Outlook 2003 Adress book security feature

Does anyone know how to display that annoying security
pop up that says, "A program is attempting access the
Outlook Address Book". The program is ACT! 6.0 but I've
had other programs that use Outlook as an email cleint
bring up this message. It does allow access but it only
allows it for 10 mins at a time. The use has to keep
clicking on this every 10 minutes.
Is there a way to disable this or let Outlook know that
its okay for ACT! to access the address book?
 
You need to obtain updated versions of the programs that are causing the
problems. ACT should have an update that will fix this problem.

If you know, Patricia, why isn't this 'feature' disableable (sp?) in Outlook?
I can effectively disable most security features in Office, but not this one.
Why must the fix be an upgrade from a 3rd party vendor? Why doesn't MS build
in a fix ["Put this program on the approved list"], admittedly one that may
expose the user to security risk, but a fix nonetheless?
