Outlook 2003 Address Book

I sychronise my phone to Outlook 2003. Is there a way to automatically
accept that the relevent program is allowed to do this?

At the momnet I have to give permission each time by allowing access to the
address book for a number of minutes.

There is no option to permanently allow an app to access Outlook. Contact
the vendor of your phone's synch tool. Perhaps they have an update that
properly handles Outlook's security model.
