The addressing order has been set to our organization,
then Global Address Book, then contacts. There are many
time when sending messages the organization address book
is not listed--it defaults to Global and the organization
is not available. What would cause this?

You never explained what you mean by "set to our organization." How are we
supposed to know what that is?

I have been experiencing the same problem, the default
address book is set to the domain that I am in but when I
try and send a message and click on the to button, only
the global address book and contacts are available. The
address books for my own domain and other domains within
aren't available. Any ideas on how to deal with this?
