I can receive mail but when I try to send I get this error
message:Microsoft outlook could not sign or encrypt this message because you
have no certificates which can be
used to send from the email address.

My problem started when
my ISP (AT&T) advised me to change my account
settings from sbcglobal to at@t. I told them about the
problem so the told me to change it back to the original
settings but I'm still having the same problem.
Now AT&T is telling me it is a Microsoft problem.
I've tried removing office XP and reinstalling but that
did not help.

Your settings include encryption and you need to change that. Tools, Options,
Security, uncheck Encrypt messages. PS I hope you have the right server
settings. Make sure you use @att.com and don't put the @ sign in the middle
of att. Check with AT&T for exact server settings which should include extra
settings on the Advanced tab in the acct setup.

Changing your server names doesn't affect your encryptions settings in ANY
WAY whatsoever. They are completely unrelated. You appear to have enable
the option to digitally sign or encrypt your outgoing messages when you have
no need to do so. DIsable the signing/encryption options on
Tools>Options>Security.
