Outlook 2002 Timezone problem

I can not run Outlook 2002 on my WindowsXP PC in Eastern Standard Time. The PC just stops till I change the the timezone to Central Time. I have uninstalled/reinstalled Outlook, all on a PC that has been formatted and the operating system reinstalled. It use to work fine, and I have no idea what makes it do this now.
 
I don't know what you mean by 'cannot run', however as well as pc time zone
there is an OL time zone in Calendar options
