Whenever I try to look at the properties of any folder in
my personal folders or anywhere else, Outlook stops
responding. I have tried "detect and repair" and even
removing and completely re-installing Office XP, but the
problem still exists. Is it connected with my .pst file?

How big is the .pst file?

The primary .pst file is roughly 133 mb, and the
secondary .pst is only 30 mb. The weird thing is that I
can get properties for the folders when I log onto another
computer. Most problems occur when I try to get the
properties for our public calendar.
