Outlook 2002 Rules Wizard Doesn't Work

I used to use about eight customized rules that I had built to filter unwanted mail but turned all the rules off about three months ago. I haven't been on Rules Wizard since. Now I click "Tools" and then "Rules Wizard" and nothing happens. I've search through the help online and elsewhere and don't see anyone with this problem. Can anyone tell me how I can get Rules Wizard working again?

I presume that you have already tried Detect and Repair? Also, are you in
your in-box when clicking on Rules Wizard?

Also, what happens when you rightclick the message and choose "Create
Rule..."?
