Outlook 2002 Mystery: Send/Receive DOA Even After Fresh Re-Instal

My Outlook 2002 running on XP SP2 had been working fine for years. It's a
simple setup - I have one email profile and I only access a POP3 server.

I was recently simultaneously running a bunch of memory hungry programs,
including Google Earth, and when I returned to Outlook - it would not send or
retrieve email using my primary Outlook email account.

I have a couple of differently named Outlook accounts that all access the
same server using the same email account and the same login and password -
and oddly enough, I was able to use an alternately named Outlook account to
send email from the same server - but I could not retrieve email using any of
my Outlook accounts. The status bar seemed to indicate that the program was
trying to retrieve email - but no network traffic was apparent on the LAN
icons in my system tray.

Interestingly, when I copy my mail folders to other machines that are
running Outlook 2002 everything works normally - so I don't think the problem
has to do with my mail folders. Just in case, though, I ran SCANPST.EXE on
all the folders and they all came up clean.

I tried rebooting and got the dreaded ThorConnWndClass error message. I
spent several days following vague instructions for solving Thor-related
problems. Over the past week I have taken progressively drastic measures to
fix this problem. The last and most drastic thing I did was to delete my
email profile, delete my mail folders, completely uninstall Outlook using
Add/Remove, clean the registry with Norton, reboot, perform a fresh install
of Outlook and create an email account with my typical POP3 settings.

Unfortunately, none of these measures have worked. When I press
Send/Retrieve I get the following error message:

Task 'MY EMAIL ADDRESS' - Sending and Receiving' reported error (0x8004210A)
: 'The operation timed out waiting for a response from the receiving (POP)
server. If you continue to receive this message, contact your server
administrator or Internet service provider (ISP).'

When I try to send an email - absolutely nothing happens now. I don't even
get an indication of Outlook attempting the transmit the email in the status
bar.
After creating an Outlook email account that mirrors the settings of
alternately named account that I referenced earlier, and that formerly
worked, nothing happens.

I am not seeing any network traffic on my LAN icons in my system tray and
there is no software firewall application running or preventing network
transmission.

Maybe I need specific instructions on how to surgically remove absolutely
all Outlook components for another fresh install - or maybe something else is
"broken" that is not being fixed by reinstalling Outlook.

Does anyone have any idea what is going on - and what steps I can take to
get Outlook working again?

I had a similar situation when nothing was happening. It turned out to be due
to my antivirus software. I think I was playing around with using SSL. The
message just sat in my outbox and nothing happened.

Have you installed/updated your antivirus software recently?

Try disabling the outgoing email scanning option in the antivirus software.
 
Thanks for your response. It turns out that even though Norton Firewall
software was turned off for my tests - it was still affecting the
functionality of my Outlook re-install. I ended up deleting all of the
Firewall Rules - and I am back up again, although with a couple of hours of
work ahead of me to get things back where they were.
