Outlook 2000

Within the last 24 hours.....I send a test message and don't receive it back.
When I send to more than one recipient, I get a "rejected as bulk mail"
error. I can receive email normally from outside contacts, it seems (I
received confirmations for signing up for MS Live). I can send and receive
test messages from my ISP website email account no problem. Any helpful
suggestions?

Contact your ISP to make sure that they haven't initiated anti-spamming at
their end.

This is a symptom of something your ISP is doing. Whether or not you can
send from webmail has absolutely no bearing on it.
