Outlook 2000 won't send e-mails

I am having a problem with Outlook 2000. I will not send mail if there is
only one message to send. It just goes to the outbox and sits there. If
there is a message in the outbox it will send new e-mails but not the one in
the outbox.

if a failure occurs when sending a message, the failed message WILL
just sit in the outbox waiting for the human operator to do something
with it.

navigate to the outbox, double-click the message to open it and then
re-send. if it fails again let us know.

It will fail to send the message in the outbox no matter how you try to send
it.
 
are you receiving an error code? do you have more than 1 account
configured? are those accounts all configured to receive AND send
e-mail? try deleting the e-mail from the outbox, re-compose it and
re-send. when i've experienced a problem like this it usually ends up
because i'm trying to send e-mail from an account that is not
configured to send e-mail (no outbound server configured, wrong
richoutbound server name)
