outlook 2000 issue not saving as default program

I have a windows 2000 server with terminal services and
when the clients logon and open outlook they recieve the
message that Outlook is not the default program and would
you like to make it the default mail program. Even though
it is the default program in Control Panel --> Internet
Options --> Programs.
