Outlook 2000/IMAP after ME to XP upgrade

Whew. Having fun now. I have an IMAP email account that
worked fine on ME and Outlook 2000.

Upgraded to XP Home Edition 2002 - SP1
Reinstalled Office 2000 from disk, as instructed, then
loaded all updates. So, Outlook is now 2000 - SP3,
Internet Mail Only.

Also now running Norton Internet Security 2004.

Can receive emails fine on new Outlook and new OS. Cannot
send. Get a pop-up titled Email Scanner saying "An
encryted email connection has been detected. Please see
help for more informaiton on how to transmit encrypted
email.". The thing is, the email is NOT ENCRYPTED, and
(shocking!) help is no help.

When I click on the error details (the little yellow
triangle at the bottom right of the Outlook window), it
says: "Server Response: 454 TLS not available due to
temporary reason. (Account '<<my real account>>' SMTP
server '<<my real server info>>' Error number:
0x800ccc7f)"

If I go to the webmail interface, I'm fine. If I roll
back to ME, I'm fine. I've tried turning off the Norton
Email scanning, still no dice. Any ideas are appreciated.

On the Advanced tab for your account, uncheck the "use SSL" box.
