Outlook 2000 Form is loooking different in outlook 2003

My compnay have both outlook 2000 and 2003 clients installed. recently one
of our employee created a custom form to gather some info from a few users.
She is using outlook 2000 to create the form and is working fine with all the
outlok 2000 recipents; but for outlook2003 recipients the form is looking
different (some portions are not there).

Anybody faced this problem before ? Is there anyway to rectify it other than
installaing 2003 for all users ?

How many fields are on the form? Where is the form published?

There are 24 fields on the form
It is published in my Personal Forms Library.

The form was sent as an attachment to an Outlook email. When Outlook 2000
users launched the form they could see both the reply message tab and the
form tab. Outlook 2003 users could only see the reply message.
