Outlook 2000 error message

"The OUTLLIB.DLL file is linked to missing export MS09.DLL:939." error pops
up when I attempt to open Outlook 2000. The problems with Outlook have
worsened throughout the day. First My Inbox needed repair. I inserted CD,
Office 2000 Business, and repaired and reinstalled. Now I can't even get in
to open Outlook!
