I'm unable to open Outlook.

Whenever I attempt to do so, I get the following error message:

A device attached to the system is not functioning.

Immediately after that, I get another error message:

The outllib.dll file is linked to missing export mso9.dll:939.

What can I do to get Oulook to open?

I'm using Outlook 2000. My operating system is Windows 98, Second Edition.

Any help would be most appreciated!

Thanks.

See http://support.microsoft.com/kb/269055 "'A device attached to the
system is not functioning' error message when you start Outlook 2000".
Be sure to have your Office 2000 CD and product key handy before you
follow the instructions in this article.
