outllib.dll file is linked to missing export mso9.dll:939

I'm unable to open Outlook.

Whenever I attempt to do so, I get the following error message:

A device attached to the system is not functioning.

Immediately after that, I get another error message:

The outllib.dll file is linked to missing export mso9.dll:939.

What can I do to get Oulook to open?

I'm using Outlook 2000. My operating system is Windows 98, Second Edition.

Any help would be most appreciated!
