Outlook 2000 does not shutdown

We have to ctrl-Alt-Del and use task manager to shutdown Outlook 2000. The
user has used Office 2003 in the past. All the service packs have been
installed. I have tried almost every suggestion that I have found. I
understand there may be a hotfix but how do I get it? Microsoft wants to
charge a fee to get this information.

I am having this problem with Outlook 2007. It locks up regularly when the
calendar is used. New computer, new software looking for a fix
