I have a user that is a delegate on another mailbox with Editor permissions.
Everytime she tries to send mail on behalf of this mailbox she gets a
messages saying she does not have permission. I'm bewildered by this and do
not know how to fix. Any ideas or suggestions are greatly appreciated.

Is she also on the delegate tab in Tools-> Options-> tab Delegates?
Does she have Send on Behalf Of permissions in AD U&C?
These 2 sound be the same.

The problem was the Send on Behalf of in ADU&C. Thanks for the info, I
didn't realize that option was in there.

I am looking at what you wrote here concerning the ADU&C but I am at a lost
as to what or even how to make the corrections. Could you give me a little
help please. I posted in another post something that seems very similar to
this post so to save time I am requesting your help from this post.

Sned on Behalf permissions can be given in both Outlook as in AD U&C. The
delegates tab reflects AD U&C and vise versa. IIRC (currently I don't have
access to my domain) Send on Behalf of can be set on the Exchange General
tab of the user. Send As permissions can be set on the Security tab of the
user. Make sure you have View-> Advanced enabled in AD U&C
