'Outlook 10 Security Settings' - does not appear to work in cached

The settings / GPO etc for Outlook 2003 are all set correctly, but we have
just one program that uses Simple MAPI.
If you start Outlook in online mode the settings prevent the security access
dialogue from appearing.
If you start in cached mode the dialogue appears.

Don't tell me - this is by design!
Does Outlook not even try to access the Security Settings Public Folder if
you are running in cached mode?

Does anyone have any ideas or thoughts on this behaviour?

Outlook should indeed use the security settings folder in both modes. I can't explain why it doesn't in your case.

That is what I thought too...
I tried running with the folder both in and out of Favorites so it was also
cached but it seems to make no difference.

We have written it off as a 'feature' at the moment and decided not to waste
PS hours on a call.

At least it is sorted for 2007.

...it does occur to me that it may be because we have five different settings
files in the folder for different parts of the business.

That's important. If the current user is covered by more than one settings item, only the settings from the last item modified will be applied.

...exactly, that was why I went in and deleted the old record and created a
new one for that group...just in case....at that time I also discovered that
someone had tweeked the template and saved it with a different name (without
documenting the changes) so I put the standard one back in as well, just to
be sure.

BUT it still only works if the user is 'online'.
