Outlook 03 won't archive

Users are going through the archive process either
manually or it's set automatically. The only thing that
gets archived is the folder structure (Inbox and
subfolders, sent items, etc.). The actual email does not
move to the archive folder. We can however drag and drop
email into the archive folder. Any ideas? We are using
exhange 03 as well.

messages are archived based on the modified date, so if you imported the
messages sooner than the archive time, they won;t archive.
