outlook 03 meeting

Hi, I use Dell Inspiron 640m with windows vista home edition and MS office
2003.

When I set a meeting on my outlook receipents receive meeting time 1hr later
similarly when they set up a meeting I receive it 1hr earlier.

I have installed TZ move for outlook 2003.

When I try to enable adjust daylight time in Time Zone - if won't work.
I use EST time zone

Any solutions or patch for this problem?
 
TZ Move doesn't solve this. Do you have all updates installed for Outlook
2003? Due to all the DST changes several updates are required.

What doesn't work?
 
All updates have been installed

When I check mark "Adjust for daylight savings time" it changes time by +1hr
but when I try to save it - unchecks itself.
( Tools - options - calender options - time zone - adjust for daylight
savings time )
