Outlining and Table of Figures

I am having trouble with my Table of Figures. My entire document is outlined
properly with up to 4 heading levels. The TOC comes out perfect. The Table
of Figures on the other hand is not. Because there are some figures in level
1 sections, when I try to display all level 4 figures, it replicates some of
the figure numbers. For example, a figure in section 3.0 would be numbered
3.1.1-1. As would the first figure in section 3.1.1 be numbered 3.1.1-1. So
as you can see, I have a bit of a problem here. Any advise?

Captions can only reference a *specific* heading level; in other
words, if you want the caption numbering to include (say) Heading 3,
you can't insert it before the first Heading 3 paragraph, if you want
the numbering to be correct.

Essentially I need everything to be on Level 3 Formatting. Is there a way to
insert some "dummy" levels that will not appear in my TOC? In other words, I
really need to have the figure number in heading 3.0 appear as 3.0.0-1,
instead of creating it's own 3.1.1-1, which will appear later in the document.

I guess you could try to set the Start at value for level 2 and 3
numbering to zero, and then insert a Heading 2 and a Heading 3
paragraph after each Heading 1, to get the desired x.0.0-y format for
the first caption of each section. You would then have to format those
Heading 2 and Heading 3 paragraphs as hidden (Font tab of
Format>Font), so that they don't print. Note, however, that readers
most likely will find it confusing, that your document has hidden
numbering/heading levels like this.
