Outline being pushed to second page

I'm typing a paper in the 2007 version of Word, and I have my heading set up
for the paper and then the outline following it. However, Word keeps pushing
my outline down to the next page, leaving my heading and an empty space on
the first page. The outline is pushed to the second page, and starts there. I
need the outline to come right after the heading, and it seems that it
should, as I have not entered any spaces or anything after the heading and
before the outline. I just want the outline to start after my heading. Any
help is greatly appreciated.

If you have created your outline with heading styles, note that Headings 1-4
are formatted as "Keep with next." Word will try to keep these headings with
following text, and if you have nothing but headings, it will keep them all
in a chunk and break to a new page at the first opportunity, that is, the
first time it encounters a paragraph that is not formatted as KWN (something
other than Heading 1-4). The solution in this case is to modify some of the
lower-level heading styles (Headings 3 and 4, say) not to have the KWN
formatting.
