outgoing message cannot be sent

I am traveling. I can connect without problem to the
internet from hotel room. OUtlook opens fine and i can
retrieve my incoming messages. But when i try to send
messages, there is few seconds after a message in my
inbox that says:


Impossible ton contact :

'name of contact' date and hour
550 relaying to <adress of contact>
prohibited by administrator

what is going on? what should i do?
 
Are you in some strange country?

Once I was in a country (allow me not to say its name) and it is blocked by
ISP based on government's order.

Check your local ISP to see if that is the case.
