outgoing mail sometimes works but most of the time it doesn't.

new laptop, compac presario with pre installed vista home. already
uninstalled norton av. restarted. but don't know if and how i need to do
after install cleanup?
outgoing mail still doesn't work. after i click send/receive button 20-30
times mail finally goes away.
error report looks like that:

if someone can help me with this please WRITE ME TO MY E MAIL

Norton's uninstaller leaves a ton of rubbish behind, one often must run
their debris removal tool to cleanup afterwards. Norton is safe to use
provided you DO NOT install any form of email scanning; the resident file
system scanner will handle anything you get through email.
