When I try to send email out, my outbox shows it cannot send the email out.
However, the people I am emailing are getting my emails over and over non
stop. They may stay in my outbox for a day and people are continuing to get
the same messages ad nauseum. How can I stop this? It just started two days
ago.

I haven't heard of that problem before. However, this fix works for
problems
similar enough that it's likely to be worth trying. Download and install it
with
Windows Mail not running.

Although it's labelled as for mail stuck in the Outbox, it also works in
other folders. If you don't know whether to use the 32-bit version or
the 64-bit version, try the 32-bit version first. Certain common
antivirus programs, such as most of those from Norton or McAfee,
or a recent one from Trend, tend to cause assorted problems in
Windows Mail, although seldom immediately, so if you have such a
program, remember where to find the fix - you are likely to need it
again.

If this fix doesn't work for you, even after restarting Windows Mail,
what if any antivirus and other security programs do you have?
And could you show us the entire error messages you get if any
when trying to send mail?

Hi..just for your information, I am on a router; my husband is the primary
computer. Earlier he did a hard re-set of the system and now my mail is
fine. Can you explain to me what this means?

Looks like your connection is going through his computer, and the
cause of the problem was on his computer.
