Outbox Items Stuck

I have a recently had problems with my Outbox. Items in the outbox will
Outbox do not get sent out during a Send/Reveice cycle.
They also are shown in Italics in the folder.

To send them out I have to open each item and press Send. Once I've
done this for all the items, a Send/Receive will send the mail out.

I have run ScanPST but there were no problems found.

How do I fix this ?
