out of range on screen

when I leave my pc on for a while say about 1 hr, a message,rayher like a
screen saver jumps around my desk top and I cant seem to get rid. This
message says OUT OF RANGE. How do I get rid of it or log back on without
turning off my pc
 
That message usually appears when the monitor loses the video signal. Could
the video card be faulty or not seated fully. How do you turn off or reboot
the PC when that happens.

I have to turn off from processor and then turn back on , pc then checks
itself and reboots
 
That message is from your monitor. Some possibilities:

Windows is set to shut off the monitor.
(that's usually easy - just wiggle the mouse.)
Windows is set to standby or hibernate.
(Recovery depends on your power options/MB/BIOS.)
Some problem is causing windows to shut down.

Sounds to me like a combination of the machine going into low power mode
and the monitor not knowing about it. Look at monitor properties (may
need new or other driver) and Power Options.

Right click the Desktop/Properties/Settings/Advanced/Monitor/Screen refresh
rate: Change it to 60 hertz for starters.
