Out of Office tool not found under Tools menu?

I cannot find out of office feature anywhere. I have gone to tools, options,
others tab, advanced, add in manager and both options are checked. Still not
seeing this function?
 
Are you working with a Microsoft Exchange account? The reason that I ask is
that the option only works with this type of account type. If using
accounts types of POP3/IMAP/HTTP(Hotmail), then the feature isn't available.

The other thing you can check is to see if the item has been disabled by
Outlook. See Help > About Microsoft Outlook > Disabled Items.
