Out of Office not working

We have a user that thier out of office is not working for internal users. It
is turned on and we have tried turning it on and off through OWA. We have
also check the user account and self has permissions for send as. Any other
suggestions?

We are using Exchange 2003 and it is working for other user. I have also
moved the mailbox to another server.
