Oultlook 2003 unable to open .jpg

Since the new install of Office 2003 I'm unable to open an attached .jgp in
Outlook, I get this popup error,
"this action is only valid for products that are currently installed"
what does that mean?
All other attachments seem to open fine.

What is .jpg associated with in Windows Explorer? Tools, folder options,
file types....
 
That was the problem, for some reason Office 2003 install removed Microsoft
photo Editor.
