What 's the difference between a user in users OU
and a user in an OU?
 
nothing. The "Users" OU is created by default when you install AD. There
is no difference between it and creating a new OU.

The Users container that is created by default is an Active Directory
container that is not an organizational unit. Same for the Computers
container. You cannot apply Group Policy to these containers. See Article
324949 in the Microsoft Knowledge Base for more information.
 
If you set a group policy for that particular OU for
Users, Do I have to add the computers in that OU also,
for the policy to be set corretly?
