Sure, as long as they have FrontPage and you give them the "server" user name and password.

Steve makes it sound a little too simple. There is a huge
watch out:

You should decide up front what pages each individual can
work on and what pages they should stay away from. If all
users work on all pages, there is the possibility (no
probability) of overwriting someone else's work.

Yes, if they have FP and the proper password and other login info.
 
I wouldn't trust my best friend to work on any of my sites. My clients don't even have the password
When things go wrong and you ask "what did you do?
The answer is always the same "nothing"
