I started from an English base XP, but these steps should work for you.
1. Start IE and navigate to http://www.msn.com
2. Scroll to the bottom of the page. On the right-hand side you will
see links to MSN Worldwide locations.
3. Click on Japan
4. A pop-up should appear asking if you wish to install a language pack.
5. Click on "Install' to install a Japanese language pack.
You should now be able to correctly view pages that use Japanese characters
supported by this language pack.
