OT Looking for Hotmail group

Does anyone know of a Hotmail discussion group site.
I see a none-English version on "news.microsoft"

Have customer with a hotmail account that will not display the format tool
bar in the HTML mode.
It displays (be it very slow to load) when I sign in, but not when she signs
in.

No, she does not want to use a POP3 mail server.
She has had this hotmail account for 5 years and does not want to change.
 
One additional comment. We have the Rich-Text Editor turned on.
But all we get on her login is a box with the Red X.
When I logon using her machine, I get the tool bar.
