OT?: How to arrange & keep Quick Launch icons

Hi,

If this is OT, please suggest an appropriate newsgroup.

Win 2K Pro, SP 4 rollup. I'd like to arrange my Quick Launch icons in any
order I wish, and have it remain that way on reboot. Currently it loses the
changes. Is there a way to do this?

BTW, perhaps the first step would be to turn Off the "Hide Inactive
Icons" option (Taskbar/Properties).
