It's the description that one of the trolls put in a newgroup
control message a few years ago. AFAICT, Google just pulls its
descriptions from the control messages. (That description is
probably also returned by most servers when the whole grouplist is
downloaded, but most newsreading clients don't display the group
descriptions.)

What the heck does that mean?

As I recall it, it was an attempt to (over)simplify the notion of
freeware, and the 'intended to be free' part was supposed to rule
out warez.
