OS Problem

Everyone seems to have given up on this problem so I am
turning here. I am running Windows XP Home. In May I had
a crash and lost my Hard Drive, Motherboard, and a 256
Memory card. Took the tower in and the company (which is
also my ISP) did the repair work. At the time I was using
ME but since I had to redo many of my files decided to do
a XP upgrade at the time they were rebuilding, which I had
them do.

I have all the latest updates and Patches called for by
Microsoft.

Problem is I am unable to post to a certain Message Board
located at: http://www.btc-bci.com/cgi-
bin/dcforum/board.cgi

I am able to post to it if I access my account through a
dial up using my laptop (I am presently on DSL)

The problem is not browzer related as it happens on both
IE and Netscape?

The ISP says they can post from my DSL Ip address using
their equipment so they think the problem is within my PC??

I have eleminated all my cookies, temporary and history
files and it is still the same.

I have turned off my Firewall and Antifirus (both Norton)
and it was still the same??

I checked and changed my security settings up and down the
scale and can get no response as it is always the same.

Anyone out there have any ideas? Could it be a bug on the
XP Upgrade that was done? System appears to work fine and
I don't have any problems going to other sites and
posting??? But my ISP continues to deny any problem on
their end and since I can post through a dial up it
appears as though it must be within my OS or something
within the DSL which is blocking me for some reason???

Any thoughts or assistance would be greatly appreciated.

It is possible that a board of that sort is identifying the machine
(probably via a cookie) and will accept the ;laptop as known to it, but
not the other machine
