Download and install this fix, with Windows Mail not running:

http://support.microsoft.com/default.aspx/kb/941090

Although it's labelled as for email stuck in the Outbox, it also works
in other folders. If you don't know whether to use the 32-bit
version or the 64-bit version, try the 32-bit version first. Certain
common antivirus programs, such as most of those from Norton
or McAfee, keep bringing this problem back, so if you have one
of those, remember where to find the fix - you are likely to need
it again. Even if it doesn't delete the 0 byte files, it should make
it so you can delete them.

The 0-byte files do not appear in the GUI interface of Windows Mail. They can
only be seen using Windows Explorer. And, yes they are safe to delete.

Steve Cochran's WMUtil has a button that makes it very easy to delete the 0-byte
files without having to use Windows Explorer.
